Definition
of people-of-color organizations: (1) people of color are the primary
decision-makers and constituents; and (2) the mission and work are based on a
race/ethnic consciousness. This definition is very specific. Excluded are
non-people-of-color grantees that offer technical services or assistance to, or
that have projects targeting or in partnership with, people-of-color groups.
Also not included are organizations that work in predominately low-income,
white communities that are controlled by and reflect their constituency.
